This error occurs when the system can't connect to any database-handler.

This means that either the webpage and/or indexing application was unable to establish a connection to the database using either Jet OLEDB.4.0, Jet OLEDB.3.51 or a Microsoft Access Driver (in that order).
The most probable cause of this is simply that your system doesn't have any appropriate database drivers installed.
You can correct this by downloading MDAC from:
http://www.microsoft.com/data/download_260rtm .htm
